Largest security operation in the city since Queen Elizabeth II's 2011 visit underway as UCC locks down

CORK CITY — European Commission President Ursula von der Leyen has arrived in Cork alongside the full College of Commissioners — all 27 EU commissioners — for a high-profile two-day visit marking the opening of Ireland's six-month presidency of the Council of the European Union.

The What, When, Where and Why

Ireland officially assumed the EU Presidency on 1 July 2026. This is the eighth time Ireland has held the rotating presidency, which places the country at the helm of EU policy-making for 450 million citizens until 31 December 2026.

The official opening ceremony took place on Wednesday at Dublin Castle. However, the first major working visit of the presidency has been deliberately routed to Cork — a significant nod to the city by Taoiseach Micheál Martin, the veteran Cork South Central TD now leading the Government.

Why Cork Matters in This Presidency

Taoiseach Martin has described this as a "critical time" for the European Union. Ireland takes the presidency amid unprecedented external pressure: US President Donald Trump's aggressive economic policies, ongoing wars in Ukraine and the Middle East, and direct public attacks on EU institutions from US Vice-President J.D. Vance, US Defence Secretary Pete Hegseth, and billionaire Elon Musk — who last year demanded the EU be abolished.

The Irish presidency is built on three core pillars:

  • Competitiveness — Simplifying regulation, deepening the single market, championing fair trade, reducing energy prices, and driving AI and digital transformation
  • Values — Upholding shared EU fundamental principles
  • Security — Responding to geopolitical threats and economic uncertainty

Online safety for children has also been flagged as a major focus area during Ireland's term.

Security Operation: City on Lockdown

Gardaí have confirmed this is the largest security operation mounted in Cork since the visit of Queen Elizabeth II in 2011. UCC has been effectively locked down from Wednesday through Friday, with staff and students told to work from home and postgraduate students warned to remove needed materials from the main library in advance.

Superintendent Gary McPolin, tactical commander for roads policing, has warned of rolling road closures on the south side of the city — particularly around the UCC campus — on Thursday and Friday. Parking restrictions are also in force. The Gaol Walk between College Road and Western Road has been closed since Wednesday afternoon.

Strict no-fly and no-drone zones are enforced across all venues, with detection systems in place to identify unauthorised drone pilots. Garda Commissioner Justin Kelly confirmed the State has invested significantly in drone and anti-drone capabilities for the presidency.

Public Impact and Protest

Hospitals and the HSE have been notified of rolling road closures in advance. Superintendent McPolin appealed for public patience, stating that Gardaí have been preparing for months and every effort will be made to minimise disruption.

Meanwhile, UCC staff and students will hold a public protest on Thursday from 12pm to 2pm outside the main gates at the Donovan's Road entrance to the campus.

What's Next

Over 250 events will take place across Ireland during the six-month presidency, though Dublin Castle will host the majority. On Thursday evening, President von der Leyen will be guest of honour at a special dinner in Cork. Friday's programme includes engagements with Irish sporting, cultural and academic officials.
